BRADFORD, PA — Bradford saw a major change in city leadership last week as longtime Councilman Fred Proper officially resigned his seat to join the Bradford Area School Board. His departure creates an unexpected vacancy on City Council at a pivotal moment for the city.
Proper’s resignation arrives just weeks before council will vote on the 2026 budget and millage ordinance at its December 23 meeting — a decision that will influence city services, taxes, and priorities for the coming year. With a seat now open, residents are watching closely to see how this change may shift city dynamics and policy direction.
Community advocates note that the transition also presents an opportunity for greater public engagement and transparency, giving residents a chance to push for strong leadership focused on affordability, economic revitalization, and long-term planning.
As Bradford prepares for the upcoming budget vote, the council vacancy adds a layer of urgency — and possibility — to the discussions shaping the city’s future.
